The Committee was tasked with distributing employees since the two states could not reach consensus. Telangana power utilities challenged the report, claiming the Committee exceeded its mandate by allocating beyond the initial 1,157 relieved employees. The Court held that the Committee's allocation of 655 employees from Telangana to Andhra Pradesh, matched by 655 from Andhra Pradesh to Telangana, was valid and final. The Court rejected claims that nativity should be a basis for allocation, upheld the exclusion of employees aged 58+ from the process, and dismissed all miscellaneous applications, finding no merit in attempts to reopen the allocation exercise.
