The State of Uttarakhand challenged a High Court order quashing its refusal to recommend recognition for new B.Ed. colleges. The State had declined based on data showing approximately 13,000 graduates annually against a need for only 2,500 teachers. The Supreme Court held that this policy decision was not arbitrary. A State Government must provide detailed reasons and statistics when opposing educational institution recognition under NCTE Regulations, and need-based determinations are valid grounds. The Court reversed the High Court's judgment, holding that such reasoned policy decisions deserve judicial restraint and cannot be deemed arbitrary exercise of power.
