In Brief
A medical college in Haryana received a conditional Letter of Permission to commence operations in 2016-17, but was debarred from admitting students for 2017-18 and 2018-19 following an MCI inspection that found significant deficiencies. Although an Oversight Committee confirmed the college's explanations were acceptable, the government's final order ignored this approval. The Supreme Court found the government mechanically reproduced the MCI findings without addressing the college's explanations or explaining why it rejected the Oversight Committee's view. While declining renewal for 2017-18, the Court allowed continuing students to complete their studies, directed a fresh inspection within two months to assess deficiency remediation, and prohibited encashment of the college's bank guarantee.
