Annaii Medical College sought confirmation of conditional permission to establish a medical college with 150-student intake from 2016–17. The Ministry rejected confirmation and debarred the college from admitting students for two years based on MCI inspection findings of significant deficiencies: low faculty compliance, poor bed occupancy, non-functional blood bank, and inadequate paramedical staff. The Court acknowledged the serious deficiencies but, given students already admitted and following contemporary precedent, allowed those students to continue. It directed fresh MCI inspection within two months, required the college to remediate deficiencies, preserved the bank guarantee pending final decision, and mandated the Ministry decide within one month of MCI's reassessment report."
