Annaii Medical College challenged the Ministry of Health's decision to decline confirmation of its conditional Letter of Permission and debar it from admitting students for two years after an MCI inspection found significant deficiencies in faculty, residents, bed occupancy, and medical facilities. Although the Competent Authority's decision was upheld as properly reasoned, the Court directed that students already admitted under the conditional LOP for 2016-17 be allowed to continue. The Court ordered the MCI to conduct a fresh inspection within two months to assess overall performance, allow the college time to remedy deficiencies, and permit the Ministry to make a final decision based on fresh findings. The bank guarantee was protected during this reassessment period, and the college's renewal application for 2017-18 was to be treated as filed for 2018-19.
