The Supreme Court allowed these consolidated appeals challenging the Allahabad High Court's quashing of the U.P. Basic Education (Teachers) Service (16th Amendment) Rules, 2012. The High Court had struck down the amendment as conflicting with an NCTE Notification on teacher recruitment weightage. The Supreme Court held that the NCTE guideline on TET weightage was merely advisory, not mandatory. Therefore, no conflict existed between the Central notification and State rules. The State retained authority to regulate its own teacher recruitment process consistently with NCTE minimum qualification standards.
