Raman Singh was appointed as an ad hoc lecturer to fill a leave vacancy in 1993. When the regularly appointed incumbent died in 1993, Singh continued in service. The school management later sought to absorb him permanently, but the District Inspector of Schools (DIOS) rejected this on legal grounds. Singh filed a writ petition seeking permanent appointment and salary. The High Court dismissed his petition, holding that an ad hoc appointment cannot be converted to a permanent one without following prescribed procedures and DIOS approval. The Supreme Court upheld this, ruling that Singh has no right to the post. However, the Court allowed him to continue on an ad hoc basis until a regular candidate is appointed and directed payment of his salary for the period worked."
