The State of U.P. challenged a High Court order directing establishment of five additional Consumer Fora in Uttar Pradesh. The Supreme Court found that infrastructure, staffing, and service-condition deficiencies at Consumer Commissions and District Fora constitute a country-wide problem requiring systematic reform. Rather than examine each State individually, the Court established a three-member Committee of former judges and a government secretary to investigate and recommend remedies across all States on infrastructure, vacancies, eligibility conditions, administrative powers, and staffing norms. The Committee will visit States, consult officials, prepare roadmaps, and report back to Court for implementation oversight and further directions.
