The Delhi Development Authority sought to challenge a High Court declaration that land acquisition proceedings had lapsed under Section 24(2) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The DDA had passed an award in 2004 but neither took possession nor paid compensation to the landowner over 12 years later. The Supreme Court upheld the lapse declaration, finding no reason to interfere. However, it dismissed the appeal without prejudice to the DDA's right to initiate fresh acquisition proceedings under the 2013 Act, granting a one-year period to do so.
